Right now I'm on the "take evidence to Earth" mission in FH (Misn ID #162). You get it in the bar of new venus (spob 183), travel to earth (spob 128), and go to returnstel devore (spob 500). The first two parts (getting the mission and getting the desc on arrival at earth) work. The last part, (traveling to devore) doesn't work however (when I go there, nothing happens).

I believe you're told to go back to Devore "in a while." Try doing some other missions, checking back in to Devore from time to time. Eventually that mission string will start up again.
Hmm..it's a problem with that mission, not the string. The mission itself won't physically complete. I've looked at it in ResEdit, and it seems to check out. I've even fiddled a bit (changing all cargo tags to -1, etc) to no avail. Really bugs me.
Unregistered Schmuck is correct. The mission will complete once you've done some other missions, so just leave it open - don't abort it. You may well want to reinstall Frozen Heart - if you've been messing around with it in ResEdit you may have unwittingly changed all kinds of stuff.

PS you have to do a certain number of refugee and archaeology missions at various points in the game, so if they appear, take them.
