I have heard of these missions but do not know how to get them so can you please tell me where the start place is.

The mission string starts in the bar on Knox in the Mestor system. You will be asked to go and rescue a UE agent from Omm.

Just a little note: this is one of the easiest strings in the game, and the needle jammer is very useful. Any (url="http://"http://www.andrew.cmu.edu/~dsghosh/evosite/shipyard3.html#crescent")Crescent ship(/url) should handle it with no problem.

Where are the renegades though? I've looked about everywhere in space in a two-jump radius from Knox.

You must go farther than that, deep into enemy territory, Renegade wouldn't just hang around a planet with an organized gov't and defences, they pick their apples straight from the tree.
