I'm working for the Voinians, can I still join the Azdgari?

Yes, you should still be able to join the Azdgari even if you're working for the Voinians, just as long as you haven't done missions for any of the other two strands (Zidigar or Igadzra). The Azdgari missions start at South Tip Station in the Akrayhek system (WAY down below human renegade space), once your combat rating is good enough.

I'm actually working on a plug-in called "Voinian/Azdgari Alliance" in which the Azdgari and Voinians create an alliance and start beating up their enemies. Right now I'm adding a small mission string, and then I'll be able to post it. In the future, I'm hoping to make a massive mission string in which the Voinians and Azdgari conquer the Emalgha, UE, Zidagar, Igadzra, Miranu, and all the Renegades, though that is a long way off.

Also remember you can't do any of the strand missions, adzgari included, until you make contact with the Miranu. They're 6 or so jumps north of human space. You'll need to land on the planet of Mira.

That is what I ment. The ROTV 2 manuel says that you can't do any missions for the Miranu if you want to do the plug.

Muid first, then you escort the other azdaras around to Garit in the Raigar system and do some work for them there.
