They may have called themselves communist, but, last I checked, communism does not involve any private ownership or, indeed, any government whatsoever. Reallly, the Soviet Union began as an attempt to accelerate Marxist Communism by skipping the industrial phase, but became a horrendous perversion of socialism under Stalin. Basically, any system with a tangible government at all isn't a communism or a democracy (the latter involving complete popular votes on all issues and no representation, just direct, if it were the real thing).
Anyway, I was unsure about the position of the capital... it's been a while since I've actually played EV:O, so...
