Yes, you do. I did the diplomatic thing and went to south tip station I had an Ultimit combat rating and I was an upstading citizen. I tried and tried, but I couldn't get the mission. I went up and joined the trading thing, went back to south tip station and the first mission I got was the Azzy recrutment mission.

Ever heard of the random mission availability field, maybe it was just a coincidence that you got the mission when you went back and got the mission, would someone just check this in ResEdit or something?

It doesn't seem to need either. The Miranu Diplomatic Relations thing sets bit "8", the Miranu Recruitment thing sets bit "16" and the Azzie Recruitment thing requires bit "145".

Sorry, but I don't have the time or patience to go and find out which mission sets "bit 145"...
