I just started Frozen-Heart, and I want to know where I get the first mission string/s. I also want to know which government is the best: best ships/outfits.

It just doesn't work like that. Actually it's all very linear, you have little choice along the way. Having said that though, it's a great plug. Go to Earth get your degree/doctorate (eventually) and, most of all, enjoy.

You got to do the special missions on the mission computer to graduate. Also go look in the bar. (All on Earth I think).
A good starting ship in Frozen Heart-
Buy the Rim Prospector! That suckers got 9 jumps of fuel, a laser (I think) a tractor beam, and more shields than the Snow Goose (that's not saying much, but still...)
Go to Earth, and check the bar and mission comp very frequently. And i agree that the Rim Prospector is probably the best ship till the tach fighter. You may be tempted to go for a falcon or Artemis, but dont! You will quickly find out why.
