You can get a lot of them (I've had over 14 once) but you can only see up to four fireballs when you shoot. I'm not sure if the extra "power" from the others are still in the shot or not.

I never take them with me. Instead, I leave them to the levels, and then collect them all before an important battle. Shooting ten or more fireballs at once is very fearsome indeed. It's a shame they're not all that useful against Xichra, though.
