What are some good EVC/EVO plugs that didn't make it onto/aren't on the addon page(s)?

Are you looking for something complete? I doubt if there are any finished plugins that haven't been posted. From what I've read there seem to be a few unfinished plugs out there, but who knows where they are. You could always lurk around the Dev Corner, or search the archives. Good luck.

I would imagine that all plug-ins would have been uploaded to the add-ons page.

pistgavin once made a plugin that continued the Confed string, but he never released it. A shame -- I would like to play it.

Yeah, he talked about releasing it early, which was just fine with quite a few people, including myself. I think there are quite a few unfinished games out there, which is too bad.
