The Escape Velocity cloaking device has its 0x0004 flag set. (0x0004: This item stays with you when you trade ships), and it's EV Override where the mission text mentions the loss of the cloak. This is from version 1.0.5, and it was the same in 1.0.4. If you lost the cloaking device when you sold your ship, there must have been something buggy going on, or something wrong with your data files. The only way you should be able to lose it is to eject.

Regardless of what ResEdit may say, I've lost the cloaking device every time I've purchased a different ship following the Rebel commando missions.
A bug may be the answer. I've had several strange things happen to my copy of Escape Velocity, so something as simple as this wouldn't be surprising.

On the original topic of discussion: In EV, the Tractor beam is a turreted beam weapon that keeps the target ship from turning, and keeps it's speed exactly the same as your ship's, no matter the target ship's default speed. NOTE: The EV Tractor beam prevents cannons or projectiles from firing, but ships with turrets will still be able to use them. In EVO, I believe the beam has a somewhat similar effect, except it's not turreted. I have no knowledge of an EV Repulsor beam, but in EVO the Repulsor beam is a beam cannon that can easily stop small quick fighters (Azdaras for example) in their tracks and even bounce them back a little.
On the current off-topic discussion: The cloaking device is given to you in EVO on the same mission as the one that gives you access to UE Capitol ships. In EV, the cloaking device is obtained by delivering the Rebel Commandos to Luna. In EVO, mission text states that you don't get another cloak device after buying a different ship from the one you had the cloak device installed on. In EV, the cloak device stays with you no matter how many different ships you buy.

I believe the EV Override tractor beam ~is~ turreted, but it has forward and backward blind spots in version 1.0.2, so it can only fire to the sides. I believe the same is true of the repulsor beam in 1.0.2.

There is no repulsor beam in Escape Velocity, but it is possible to do with the engine.
