As the bible says, its encoded as 24bit RGB hex, with two 0's on the front so it will fit in a 32 bit field comfortably. It's like setting the colors on a webpage, only with a 00 infront instead of a "#".
So: A bright white beam would be 00FFFFFF, a garish red would be 00FF0000, a green would be 0000FF00, a blue would be 000000FF, a magenta one would be 00FF00FF, a bright yellow one would be 00FFFF00, a cyan one would be 0000FFFF. You can put lower values in instead of FF to get a dimmer beam, and so on.
If you have Novatools, (which you should install), unless you are doing it on an emulator (in which case you cant use novatools for weapons), you can just use it's color picker.
If you are making this plugin on a mac emulator, be aware that there is a native windows editor out now, and you dont need to use the emulator anymore. Check the link in my sig.

He asked for help with resedit, not to have his question ignored and some other editor pushed on him.
If you dont know the answer to his question, atleast say something like "I dont know how to manually set the colors of such fields. I reccomend you try EVONE, which has a color picker so you dont have to deal with the rgb-hex-codes of the colors." That way, it doesnt come off as you looking down on him for not using your prefered editor.
