Hey there, and welcome to the boards.
I believe you are refering to the "Igadzra" missions? If so, I've got a bit of info.
I can't say exactly where you get the first missions, but you'll know when you do (since they're extrememly weird). It's based on purple eels, so that should be enough of a clue.
I believe I was perhaps at one of the Strandless or Miranu worlds when I got the first mission.

Ahhh, it's coming back to me now! Fun thing to do, if you have the time: to get all the Strandless to let you land, get one of those eliminate pirate missions, then fly into every system that's orange on the map, blow up the pirates, and then they all let you land. And thanx Cap'n!
