where is the starting recruitment mission for the Zidagar? They are the only Strand government that I haven't joined, but I can't find it anywhere!

Pozdag-3. Land and go to the bar and you should get a mission to defend Pozdag-3. But you must have already done the Diplomatic Relations Mission.
