I will have a TC Plug out soon.It will be called Between Time And Space... maybe. That's the name of it now.
Anyway, it adds two new main governments, four new sub-governments (like Starbound Shipping), and lots of ships. There will be two Galaxies - the Milky Way and the other one. I haven't come up with a name for it yet.

It's not a total conversion, but have you tried Ben Singley's Pale? It's one of the better plug-ins I've seen, with plenty of interesting concepts and strong writing.

Yes, Galactic Scourge and Pale were fairly good, but really, go with Escape Velocity Game Expander (EVGE). That plug is THE greatest plug ever released for EV. A definitely download. And, of course, if you're looking for something a little smaller, download EV Charon Enhancer, my plug, which I'm going to release around the 24th of December.

I could not stand the entire evironment of the EV Game Expander. The graphics were disgusting...
Pale and Galactic Scourge have been my all time favorites (EVula's "Final Battle" ain't so bad, either... Just a few annoying bugs). Pale has the top-notch graphics, while GS has the humor and excellent missions.

I have not played EVGE in ages. As for me, my favorite EV plugs are:
Pale - Excellent writing, excellent graphics, numerous missions, good stories, only flaw is that they gave the Aliens the Forklift!
Mugabi and Destiny - An unconventional plug, more movie-like, but has great graphics, excellent writing, romance 
, and blowing up Alien Fighters with ease is always fun.
Eye of Orion - I've recently started playing this old plug, and I like it. It's got an interesting story (the original escape-velocity.com description called it "Indiana Jones meets EV"), the graphics are not numerous, but they suffice for EV, and the missions are good.
New Horizons I've gone through the LOI missions twice, and I love the plug. It's a semi-total conversion in that while it modifies basically everything in the plug, it's set in the EV universe (ableit 70 years after the EV scenario). Asteroid mining can rack up a huge profit, and it's fun!

WHAT?!!? That plugs graphics were SOOOOO cool! They were 3D, they had nice textures, and they didn't look like a few cardboard boxes taped together like in some other plugs like Frozen Heart, Pale, New Horizons, etc.

The only real beef that I have/had with EVGE's graphics were the targets. The text was a very bright green, which contrasted way too much with the duller green used by the game. I guess you didn't like them because they matched 1.04's images, not 1.05's.
Also, the Alien Battlecruiser (darker cruiser with red spots) rocked the spaceport.

As UE Patriot pointed out, Eye of Orion is a very good plug. It was one of the first I played and very well designed. Also has a lot of mystery and makes you search for things.
As a few have pointed out, Pale is well rendered and constructed. It is one of my favorites and one I have played many times. It also gives the Confederation a somewhat less corrupted influnce and gives the Rebellion a darker side as well. Ok, maybe not darker side, but more realistic point of veiw.
EVGE-Good plug and good ships. Took over all systems in three days, Sol in less then an hour.
Try all the Empire plugs by Tim Isle. They are very well rendered and in my oppion one of the largest series of plugs produced for EV.
Also make sure to try Clauvis and Beyond, but get the most recent copy. I would also reccomend Angles of Vengence, too.

Which is the one thing I didn't really like about Pale. I caught on to how the story depicted the Confederation as bringers of peace (*cough, cough), and the Rebellion as the troublemakers. The case is quite the opposite, I believe.

Yeah, well, I beat him to it. In all seriousness, it says in the opening text the the Confeds ruled with oppression, and that the rebellion refused the rule and is fighting for galactic freedom. They are also very rich, and have all the nice planets in the galaxy (Do I like to fish? No, of course not! :D)

Bah, I'll do it.
Though I am still a fervent Rebel supporter, you really have to look at it in real-life terms. The Rebellion is opposing the Confederation militantly, trying to invade it instead of find a more peaceful way to get their ways (there are a number of diplomatic solutions they could at least have tried). Not only that, they often resort to terrorism and attacking of innocent traders to try to disrupt Confederate commerce, which isn't exactly a "good" thing to do. You can't look at it all one-sided like that; though the Rebels defend freedom, they don't really push it all the way.
You might argue that the Rebels have to do what they do to overthrow the Confederation, but the truth is, they've just locked the galaxy into a galactic civil war that is bound to claim millions of lives and last for dozens of years with little progress for them. In short, war is not the solution. It just makes computer games FAR more interesting.

Though I agree that EVGE's graphics are undoubtedly very good (there are a few questionable ones, but overall they're very good), I must say that Pale's graphics were quite good as well. I can understand why you didn't like the others of course.

EV Game Expander.......that was the first plug I ever downloaded, quickly followed by Mugabi and Destiny, New Horizons, and every plug in the Empire series. Later, I got the Talon Plug, then Pale, Galactic Scourge, and Final Battle. Oh, for those who want to know, Final Battle is by Evan Priestly. Overall, EVGE was the best of the bunch.
