Hello goatman, and welcome to the boards. You'll find that the community here is very accepting and will warmly receive you.
1- Try going after pirates, and also frigates/destroyers of the government you're working against. The thing with combat rating is that it is determined by the number of crewman you have killed. Therefore, the more crew you kill the better.
2- No it does not. The ships computer destroyed the ship. However, if you failed to capture the ship and then destroyed its disabled hulk, you will get full credit.
A tip- If you see a cruiser or frigate/destroyer in the process of blowing up, hit it with any weapon and you get credit for the kill.

Crew stats-
Corvette: 37
Kestrel: 196
Rebellion Destroyer: 115
Confederate Cruiser: 1029
Confederate Frigate: 217
Rebellion Cruiser: 527
Fighters aren't worth it, these are basically the only ships that are. Good luck in getting your rating up. In no time you'll have an ultimate rating.
