I've gotten this to work by:
1: Duplicate EV Data
2: Open the duplicate file in ResEdit
3: Open EVO Data 1 and 2
4: Copy and paste relevant resources from EVO Data 1 and 2 to the duplicate EV Data (you don't need such things as picts, sounds, spins, etc.)
5: Save changes to the EVO-ified EV Data and quit Resedit
6: Place the EVO-ified EV Data in Schmelta's folder and you're good to go.
This process works equally well with TCs, BTW.
Remember that the plug-ins produced by Schmelta-V are EV plug-ins. You'll need to chenage them to EVO plugs for them to work with EVO. While you're at it, you should probably go in with Resedit and the EVO Formula Calc to clean up the mission descs.
You can get the Formula Calc at the same place you can get the Developer's Map. Which brings us to the second part of your question.
