"The Kayan people know oppression all too well. Before the Strandless worlds were united, many were under the firm grip of the renegades, forced to fight for their survival. Though the Kayans are not a violent race and don't want to go looking for a conflict, I personally cannot stand the thought of an entire race enslaved by the Voinian empire. My people, if they knew of this, would agree with me. Now that we are fortunate enough to be in a time of peace, it is our duty to help those races in need. To that end I agree to your secret alliance, and the Kayans will help you in your quest to free humanity.
The Zachit have already agreed to an alliance with the Kayans. Also, it may surprise you to learn that I already have made contact with the Zidagar, and have negotiated a kind of secret alliance with them as well. I've had to keep it strictly off the record, though, to keep the Azdgari from blockading Kayan systems. That's why I ordered the Kayan diplomats to continue negotiations with the Azdgari, because if they knew of the Kayan alliances with the Zidagar, Zachit, or now with the Renegades, they would likely mount an assult on our worlds.
In preperation for events to come, I will contact the strandless systems of Feviry and Hindrix and offer them membership in the Kayan Alliance. Hindrix has a thriving economy due to the fur trade of those rodent creatures that live there (the Hindresses or something like that). And Feviry is positioned just a little ways outside the eastern border of the Voinian Empire. It would make a good staging point for any strikes into Voinian space, if you'll need to make them.
Also, as you may or may not be aware, the Kayans have developed a sensor upgrade that enhances our sensors, allowing us to scan into hyperspace and allowing us to scan planets or stations far more effectively. The military version of this technology would likely be suitable to fit on most ships, including those used by the RA, though it would take a bit of adapting. Since you say you'll be providing outfits that will allow our ships to stand up against the Voinians, the Kayans will, in exchange, make the military version of our sensor upgrade available to you and our allies. It should help greatly in our plans.
Now, unless there is anything further we need to discuss, I think we should return to our respective systems. With my navagation systems disabled, I'll need your transports to guide me out of the nebula, of course...
