You don't board the ship you get on top of it like your going to board it and it says something like Defector rescued. Try searching for a better answer.

I, currently in the sytem on my sig, respond:Well, you are targeting the U.S.S. _____ ship that's disbled, right? Does it say 'You cannot board this ship'? If yes, and you don't have the defector, try aborting the mission and trying again. If it says 'too fast' or 'too far away' follow the message.

Try Knox, New Toronto, New Rome, and Huron. If not, then you have some more cargo missions to do.
